The National Park Sign is a sign that appeared in Mount Snow in the February 2017 Update. The text says "[insert PBS station] welcomes you to Kart Kingdom".
It's appearance in Mount Snow replaced the Craft It Booth in the same location as well.
In terms of game files, the station plaque is a separate item from the sign, although it normally appears on the top left corner of the sign in the game.
